neck shaping on camelford vest

I have just finished this row: Parr to last 12 sts, patt3tog,patt9. This sets the neck shaping. 

I don't understand the next part.

Working shaping as set, dec 1 st at neck edge in 6 foll 4th rows, then on every follow 6th row until 27 sts. 

I really don'tunderstand any of this. Help please.

The decrease is worked when you get to the last 12 sts. Pattern 3 together means knit 3 together if these are knit sts or purl 3 together if these are purl sts, then  knit or purl (or continue whatever pattern) as you have in previous rows.

OK, if you call the row with the dec, row 1, then you would work the following decreases on rows 5,9,13,17,21 and 25 (that's every 4th row 6 times) and then dec on rows 31,37,43,49....(that's every 6th row, continuing until there are 27sts left on your needle).
