Hi. Couldn't you use about 1/3 of a hooded cape pattern? Or how about a LARGE turtle neck? Basically a tube, but bigger.....

My personal scarf is a big tube of st st done in 50% mohair/ 50% acrylic in sunset colors. It's done basically by casting on about the # of sts you'de want for a hat (to go over your head) + knitting arond this tube for length desired. Mine's about 3 ft long so I can wrap around my neck if desired rather than over the head. I always fold it back on itself (1/2) + wear it like a big turtleneck. I have made one in soft acrylic for a customer that was allergic to mohair.

I always admire the fact that Andrea is a wealth of information for us all. Several websites and a pattern, too. Yowza! Another option you may consider is knitted dickeys. They tuck under the neckline of your jumper (sweater, for American readers) and help keep your neck warm. Elizabeth Zimmermann has several styles in one of her knitting books (I forget which one) and they look really simple to knit up. You could google "knitted dickeys" and see what appears. (Hopefully, no inappropriate sites...but you never know, anymore.) Anyhow, I hope you find lots of patterns you, and your mom, like.
