 I can always manage in knitting or crochet to get the number of sts per inch right but I can never get the number of rows per inch correct.  Any suggestions as to what I can do so both are correct?

you didn't indicate whether you're getting too few or too many, but I would try a needle/hook one size different and see what you get. Also is this AFTER blocking or before? Don't measure gauge before blocking. I always do a larger swatch than the 4x4 usually called for, and stabilize the edges with garter stitch, so that I can really see what it is I'm doing. If it's a lace pattern I make certain that I do two repeats at least. I've known some knitters who will do the called for "20 stitches and 24 rows make 4x4" or whatever, and they have a 16 stitch repeat. They don't understand why they can't get a square swatch when they are alternately dropping or adding stitches. So there are exceptions.

 

But back to topic. try a different size and wash, block and then measure.
