pattern is a bib with a neck opening. I don't understand the following:
k1 k2tog yo k2stog k4 ......then it says cast on 22 stitches over bound off stitches on last row - knit to end
I don't get it the underlined part. Thanks
It sounds like what you are supposed to do is pick up 22 stitches from the bound off edge of your piece. There is a great tutorial here on Knitting Daily about how to pick up stitches from the bound off edge of a piece. Copy and paste the web address below to get to it. I hope this helps!

You're making the neck opening like a giant buttonhole. You bound off 22 stitches and now you need to cast on 22 over them to make the top half of the buttonhole/neck. Most people use either the knitted cast on or cable cast on for this. You can use the backward loop cast on, but you'll probably find it has a lot of extra yarn and is loose. To avoid that you would probably want to cast on just 14 stitches and when you knit across it in the next row make more stitches in the slack by picking it up and twisting it like an M1 increase. If you have more slack after you have 22 stitches you can pick i up like you would to make another stitch and knit it together with the first regular stitch at the end.
