I don't understand "Inc Row 1" and Inc Row 2"--are these sections done simulataniously or in sequence?

I don't have the pattern you mention but generally when in the pattern says that, the incs are particularly in the rows they remark. Do they mention if the incs are at both ends? If they don't, then your first inc is to be made where indicated, maybe after the first or the second stitch of the first row and your second inc, at the second row, like you did before.
