Im stuck on the heel part of the cable sock. It says work on the 44 sts but then says work in pattern for 17 sts and turn. The funny thing is I did one already but cant seem to figure it out again. HELP

I can't quite figure out from this where you are in the pattern. If you're beginning the heel flap, then when you turn and work back, you'll be using some of the stitches from the previous round; this centers the heel in the pattern.
We have a tendency to look at stitches from the previous round as off-limits, but they're fair game!
