I'm trying to make this beautiful hat but am stuck after I finish the first wedge. Short row 1 (for wedges 2-7) says to "knit to the last st, wrap next st". Huh? Is it saying that I'm supposed to knit until only one stitch remains on the left needle, and then wrap the last stitch of the row?

That's what it sounds like. Knit until one stitch remains(or up to the last stitch) and then w&t that stitch.
