I knitted a pair of soaker for a baby, now I would like to
add several rows of ruffles to them. If someone would please
advise me how to knit multi rows of ruffles and attach to the
knitted soakers, I would be so appreciative.

I don´t know how to explain you exactly how you can make what you are asking for but here are two turorials which might help you:

You need to be very patient and a lot of imagination to get what you want.
