I am finishing a top with Swedish directions. After picking up stiches around the armholes and casting on stitches for the arm straps, I am instructed to knit 3 rows "over" all stitches. What exactly does over mean? Is there a different English term for this?

It is just another way of stating, work 3 rows with the picked up and cast on stitches. I imagine that after working those three rows there will be a change in the pattern. In situations like this I have the habit of reading ahead in the instructions so I can get an idea of where the designer is going with the pattern. Hope this helps.
