Reading a Chart or pattern

When working with a pattern that states no stitch, does this mean slipping or skipping the stitch?, I am confused.

If the pattern says no stitch (or maybe 0 for the size you're making) or the chart has a no stitch box, just skip that direction and go on to the next operation.. Don't slip the stitch or slip it. Just skip the box and go on to whatever comes next.
