knitting chart symbol question

I am knitting a scarf with a chart.  I came across the symbol with ^ over the number 3 on row 41. It says to sl 1 kwise wyb, k1 but don't drop st from left needle, psso, k2tog-1st dec'd.  Row 40,before this,  ends up with 37 stitches.  If I do this row 41 with what I think I am understanding, I end up with 36 stitches.  The following row 42, with pearls, shows I should have 38 stitches. I must be doing the above instructions wrong.  This is from the pattern for the Trellis Scarf from Interweave Knits, Spring 2013.  Can anyone assist with me this?

Ex. Starting with 3 sts = Slip 1st st.  Make new stitch from 2nd st.  Pass slipped 1st stitch over NEW st, NOT over the new stitch AND the 2nd st.  The K2tog is of the 2nd and 3rd st.  This should decrease 1 st in total (from 3 to 2), not 2 (from 3 to 1).
