garter stitch border rolls up

I'm making the Spartan pullover on page 100 Fall 2006 Interweave Knits. It has a garter stitch border that is supposed to lie flat, but is rolling up. I'm almost finished the sweater, and thought I would probably just have to pick up the cast-on stitches and do some rows of ribbing going down from it, but then thought I should check here first and see if anyone has any suggestions on how to make the border lie flat. Thanks!

 Do you crochet at all?    Sometimes, you can do a single crochet border that would keep your garter stitch knit border from curling (especially the backwards crochet stitch).   Not sure if that would help you on a sweater,  but I have used it on afghan edgings and pillow edging as well as joining squares of knitting.
