The toque is simple and stylish!
The pattern for the Evergreen is allover and is quite flattering. It is by far the best and shows off the knitting skills the best also.
I really like the welter torque. That's what I would choose

I love the welted toque but I think the Everdeen Beanie would be a lot more interesting to knit. Need those patterns!!

I think the toque would be the warmest but the blue hat with the unique lace design is the prettiest, so if it's not too windy I'd give her that one!

You should do them ALL, but do the Welted Toque first because it will go the fastest.

Love your posts. Love the toque - sophisticated and interesting - but boring knitting. Either of the other two are more interesting to knit and cute. What style is your sister?
The topiary I would choose. Making service men helmet beanies that cover their faces due to the wind burns, cold in their winter and scorching sun they needed to be out of wool because it absorbs and breaths. The small holes will also help and it comes further down the forehead. Good luck!
