I don't understand why when I give my stockinette stitch knitting a garter stitch side border it always turns under. I have shown it to a couple of different expert knitters and they said I knitted correctly. Steaming and starching doesn't even correct it. What is going on? I would appreciate any ideas. Thank you!

I'm affraid it will happen. It is due to your St st. It tends to roll no matter if you knit a border. St st is very difficult to make it stay still, so don't get mad. This happens to some other different stitch patterns too. I've made many different ones and they also roll. The ones that are more rigid are the ones that include cables close to the borders or next to them.
Patience, persistence and love are the main ingredients for wonderful knittings.
