Needles, set of 4 double pointed, size 1 (2.5 mm) or size needed to obtain gauge

Finished sizes: Natural White mittens, 8½ inches (21.6 cm) hand circumference and 9¾ inches (24.8 cm) long; Marl mittens, 9 inches (22.9 cm) hand circumference and 9¾ inches (24.8 cm) long; wristers, 8½ inches (21.6) hand circumference and 9¾ inches (24.8 cm) long

I have the magazine & ordered yarn from Interwieve. However when knitting, find instruction not correct. After the initial rows of cuff are knitted, it says to K1, p1, k1 f&b, k1, p1, to end of row, 3 st inc.  I can only get 1 st inc. doing this what am I not reading correctly?

I refuse to buy a magazine just for one pattern. Get with the modern world! Purchasing a pattern is ok, but a whole magazine? Ridiculous.
