I have answered my own question and am passing it along for those of you who are stumped as I was with the first decrease in the round.  You must remove your marker and unknit the last stitch in the previous round and return it to the left needle.  Then slip the 1st st of the round with the last st of the previous round knitwise.  Then K1 st and pass those 2 slipped stitches over.  Replace your marker. 

If you don't use a marker for the other pattern repeats in the tam top it will be easier to accomplish the Slip 2 knitwise, knit 1, passover decrease and it will make more sense.  I stopped using a round marker on the needle and just used a pin a few rounds down to mark the 1st stitch of the round,  I hope this is clear and hope it helps someone.  I wish it had been here when I was confused.

Help.  This pattern flows so nicely until the beginning decrease in Row 2.  Can someone please explain to me how to make that 1st decrease in Row 3?  It seems awkward to have decreases at the beginning of a round when you need to employ the last stitch of the previous round in order to slip 2, knit one, and pass 2 over.  Can someone please clarify for me what I might be missing here?  Thank you.

Tried to download on Sat 10/10, no luck.  I was able to download other patterns without issue.  Can someone fix this one???
