Forgot to add this to my previous comment: When you remove the provisional cast-on, you pick up these stitches and knit a hat from the bottom to top. One hat becomes the lining and can be reversed if desired.

Elizabeth Zimmermann has an easier approach to this reversible hat. Do a provisional cast-on. Knit a hat from the bottom to top.

Remove the provisional cast-on and knit another hat from bottom to top.  Much easier to do.
