TWIST AND SHOUT DRESS

A sweet and simple little girl's dress to knit. Worked up in bouncy, washable cotton in stretchy ribbing, it might just be her new favorite.

Finished Size 15¼ (18, 19¼, 20¾, 23¼ )" chest circumference (unstretched). Dress shown measures 18".

Yarn Plymouth Fantasy Naturale (100% mercerized cotton; 140 yd [128 m]/3½ oz [100 g]): #3794 red, 2 (3, 4, 4, 5) skeins.

Needles Size 8 (5 mm): 16" and 24" circulars (cir). Adjust needle size if necessary to obtain the correct gauge.

Notions Markers (m); tapestry needle.

Gauge 18 sts and 22 rnds = 4" in k2, p1 rib; 16 sts and 24 rnds = 4" in St st.

I love this dress.  However, although I paid for this pattern (I still have my Paypal receipt, incidentally), I am unable to download the pattern, EVEN THOUGH IT IS LISTED IN "My Account".  I had wanted to get it made before Christmas, but have lost five days already while waiting.  Is there anything anyone can do about this!  THANK YOU so very much, if you can help me.

I see that the pattern lists chest measurement for size (unstretched).  If my niece has a 20" chest should I knit that size or go smaller since the pattern has a bit of give to it? 

Any recommendations welcome.

I am knitting this little dress, two of them actually for my identical granddaughters, and I have come to a place in the pattern that I am not clear on.  When I have finished the top yoke, it says to divide for body and sleeve caps. Could someone explain that to me? Divide?? I have knitted two other little dresses on a circular, but the top was done in straps so this is way cuter, but I'm not clear on the directions.  Thanks for any help.
